Workforce Development Navigator

The Workforce Development Navigator will reach out to Contra Costa County residents to introduce and connect them to Workforce Innovation and Opportunity Act (WIOA) employment and training resources with the goal of employment in living-wage, sector-focused jobs. The Navigator will work with residents to increase job readiness skills, reduce employment barriers, market strengths, and obtain employment. The Navigator will determine eligibility and complete intake and enrollment for discretionary grants and special projects and will collaborate with WIOA program staff to conduct assessments, develop career plans, provide job readiness workshops, and support with job placement, job retention, and wage progression services. The Navigator will also act as a liaison between the Concord America Job Center of California (AJCC) and Access Points to assist job seekers in accessing employment and training resources and services. Although services will be based out of the Concord AJCC in Concord, this position is expected to be mobile and to deliver workforce development services at other locations within Contra Costa County. The role requires flexibility with working hours, as the role may include attending evening events to best meet the needs of the community and ensure accessibility for all participants.

This is a full-time, non-exempt position reporting to the Concord Site Manager.

RESPONSIBILITIES

  1. Outreach and Recruitment: Identify and develop opportunities to promote employment and training services to community partner organizations and low income residents in and around the Country Costa County. Conduct external program informational workshops including eligibility and intake requirements.  Create program marketing materials/presentations to promote career center resources and services in the community.
  2. Eligibility, Intake, and Enrollment: Conduct eligibility determination, intake, and enrollment for participants in discretionary grants and special projects. Includes collecting and verifying eligibility documentation, completing participant assessments, and delivering WIOA Basic Career Services to enrolled cohorts.
  3. Workshop Facilitation: Deliver employment readiness workshop curriculum and program eligibility sessions to participants in a culturally accountable, participant-centered way; includes utilizing facilitation techniques appropriate to adult learners, and communicating information about participants to other Rubicon staff as appropriate.
  4. Service Coordination: Includes the development and delivery of a monthly recurring workshop schedule, completing administrative tasks related to scheduling and administering workshops, registering participants into workshops and tracking and reporting on workshop attendance. Provide participants with support services for work-related items and/or make referrals to other agencies to resolve barriers to employment as needed.
  5. Documentation and Reporting:  Data Documentation and Reporting: Accurate collection of essential data and information related to job performance. Timely entry of this information into an electronic data system and the tracking of important program and service-related information for reporting purposes. The ability to tabulate data and write narrative responses that effectively report and memorialize necessary information about participants and program activities. Adherence to agency standards concerning the type, method, and timing of data entry at all points of the participant’s eligibility, enrollment, and service delivery process. A demonstrated understanding of privacy protection and data security, ensuring the confidentiality of sensitive and PII throughout all stages of data handling

COMPETENCIES

  • Work experience and expertise in the fields of employment services, workforce development or career counseling; must be able to demonstrate working knowledge of best practices for assisting economically disadvantaged and/or other under-represented populations.
  • Strong organizational skills and solid teamwork; interpersonal flexibility and the ability to work successfully with minimal supervision; excellent customer service, communication and group facilitation skills, and the ability to inspire others. Bilingual English/Spanish proficiency desired;
  • Solid workshop facilitation skills and abilities; computer and internet proficiency.; experience with the State’s CalJOBS system desired;
  • This position requires travel throughout the East Bay.  proof of a valid and current driver's license and vehicle are required.

COMPENSATION AND BENEFITS 

  • $25-28 per hour depending on experience.
